University of the Philippines Village or UP Village[1][2] is a barangay of Quezon City, Philippines, which contains the original housing projects for employees of the University of the Philippines.

The barangay borders the barangays of San Vicente to the north, Old Capitol Site and Central to the west, Barangay Teacher's Village East and West to the south, and the University of the Philippines, Diliman Campus to the east.

Etymology

The name UP Village is derived from combining the name of the Philippines' premiere State University - University of the Philippines and Village since the barangay's area was initially conceived as a housing project for employees of U.P.

History

Barangay UP Village was established on June 25, 1975, pursuant to an executive order 25,[3] signed and issued by Norberto S. Amoranto, then mayor of Quezon City.

The executive order was issued pursuant to Presidential Decree Nr. 557 dated September 21, 1974 which repeals Republic Act Nr. 3590, as decreed by then President Ferdinand Marcos which orders the dissolution of all existing barrios and converting them to barangays.[4]

By the enactment of Republic Act Nr. 7160 (Local Government Code), the barangay was given more powers, duties, and responsibilities as the most basic government unit.[5]

The barangay continuously grows as officials roll-out policies and ordinances them will help promote the welfare, safety and security of its residents.

Government

The barangay is located in the 4th District of Quezon City. The incumbent barangay captain is Atty. Virgilio "Leo" S. Ferrer II, BS CommDev, LLB, MAUP.[6]

Barangay UP Village provides its constituents with facilities that cater to their health and well-being. These facilities are located inside the Barangay Compound located between the corner of Maayusin and Mapayapa St:[2]

Public order and safety

Public order and safety is administered by the Barangay Council through its Barangay Public Safety Office (BPSO), also known as the Barangay Police. Barangay Public Safety Officers conduct regular foot patrols within their area of responsibility and conduct safety seminars to residents of the barangay. The barangay has a small BPSO detachment along Maginhawa St and another inside tdhe Barangay Compound.

Law Enforcement services is provided by the Quezon City Police District, Police Station 9 (Anonas), headquartered along Anonas St, Quirino 2-C, Quezon City. Fire and Emergency services are provided by the Quezon City Fire Department of the Bureau of Fire Protection.

The Barangay Disaster Risk Reduction Management Office is headed by Mr. Enrique Paulino K. Garcia. Mr. Juan V. Paulo Jr. is the head of the Emergency Response Team of the Barangay UP Village Rescue Team.

In the event of calamities or national emergencies, two (2) reserve units of the Philippine's Military are mobilized by the Armed Forces of the Philippines to assist the local officials of this barangay. These units are the 201st Infantry Battalion (Ready Reserve), ARESCOM and the 1st Technical & Administrative Services Unit (Ready Reserve), AFPRESCOM.

Major thoroughfares inside the barangay are monitored by Closed Circuit Television 24/7.

To provide enough coverage for the entire barangay, UP Village utilizes several vehicles for emergency and law enforcement duties:

Transportation

The barangay can be accessed via tricycle of PHILCOA TODA, Krus na Ligas TODA, or UP Teachers Village TODA. Walking by foot is also encouraged on a fair day as the entire barangay's housing blocks are not that big and shaded by lots of trees.

The Main Barangay Hall or Village Hall is located at the corner of Maayusin and Mapayapa St. and is the center by which government transactions are done as well as where barangay seminar's and public consultations are conducted on a regular basis.

Notable buildings and structures within the barangay include the Holy Family School of Quezon City and the Claret School of Quezon City found side by side at Maginhawa St.

A large variety of food establishments for grastronomics serving dishes from various countries and cultures can be found along Maginhawa St.[7][8]

The parish of the Immaculate Heart of Mary is located beside the main campus of Claret School of Quezon City at the corner of Mayumi and Mahinhin Street.
