West Valley Central (also called the West Valley Intermodal Hub) is a light rail station in West Valley City, Utah, United States serviced by the Green Line of the Utah Transit Authority's (UTA) TRAX light rail system and by UTA's 3500 South MAX bus rapid transit (BRT) line. The Green Line provides service from the Salt Lake City International Airport to this station (via Downtown Salt Lake City). The 3500 South MAX provides service from South Salt Lake to Magna.

Description

The TRAX portion of the station is located at 2750 West Lehman Avenue (3590 South) with the two side platforms being situated immediately south of and parallel to that street. The MAX stop[Note 1] at the station is at 2820 West Lehman Avenue with the rest of the bus stops at 2860 West 3650 South.[Note 2] The free Park and Ride lot, which has 80 spaces,[1][Note 3] is at 2842 Lehman Avenue and is easily accessible from 3500 South (SR-171) (and the 3500 South/I-215 interchange) by heading south on Market Street (2810 West). The station is in the middle of the partially completed Fairbourne Station development, which includes several West Valley municipal buildings. Further east of the station is the Valley Fair Mall, with a residential neighborhood to the south. The entire intermodal hub is operated by the Utah Transit Authority.

All of UTA's TRAX and FrontRunner trains and stations, streetcars and streetcar stops, and all fixed route buses are compliant with Americans with Disabilities Act and are therefore accessible to those with disabilities.[6] Signage at the stations, on the passenger platforms, and on the trains clearly indicate accessibility options. In accordance with the Utah Clean Air Act and UTA ordinance, "smoking is prohibited on UTA vehicles as well as UTA bus stops, TRAX stations, and FrontRunner stations".[7]

History

Construction on the West Valley Intermodal Hub began in 2007 and was completed in 2009 at a cost of approximately $9 million. More than $7 million of that was paid for by the federal government, with the rest being paid for by local taxes.[2] When the hub opened on 17 September 2009 it immediately had service by five local bus routes, in addition to the 3500 South MAX (BRT).[2] At the time of its opening, the hub was more of a bus depot than an intermodal hub, as construction was not yet complete on the light rail line. However, it was anticipated that light rail would serve the station in the near future[8] and it was referred to as the West Valley Intermodal Hub anyway. The station opened with bus service only (including the 3500 South MAX) on 17 September 2009.[2] The TRAX portion opened for service on 7 August 2011 as part of the West Valley extension of the Green Line.[3]

Initially the Green Line connected to the Salt Lake City Intermodal Hub (Salt Lake Central Station) in Downtown Salt Lake City. On 9 December 2012 Green Line service ended at Arena in preparation for the opening of the airport extension of the Green Line. The Airport extension opened on 14 April 2013 and service now continues on from Arena to Airport at the Salt Lake City International Airport (permanently bypassing Salt Lake Central).

Fairbourne Station

Fairbourne Station is $500 million 40 acres (16 ha) transit-oriented commercial development that was planned specifically in conjunction with the construction of the West Valley Intermodal Hub.[9] (The area was previously referred to as City Center.)[10] With the hub at its center, sections of the development are eventually planned for areas to the west, north, and east covering the blocks between West 3500 South, South 2700 West (Constitution Way), West 3650 South (Lancer Way), and about 3000 West. It is anchored by the West Valley City civic center (with the West Valley City Police Department to the north, the West Valley City Hall and justice court to the east, and the West Valley Branch of the Salt Lake County Library to the west).[11] The development will add 200,000 square feet (19,000 m2) of restaurant and retail space to complement the existing 1,000,000 square feet (93,000 m2) of space in the nearby Valley Fair Mall.[12] The new Embassy Suites Hotel was completed in July 2012, which includes 162 suites and 6,000 square feet (560 m2) of meeting rooms.[13] When the development is complete there will be 1,000 high-density residences,[14] and 200,000 square feet (19,000 m2) of office space,[15] 2,200 parking spaces, and 4 acres (1.6 ha) of urban park/plaza space.[10]

Train schedule

On weekdays the first (northbound) Green Line train (to the Airport Station) leaves the West Valley Central Station at about 5:00 am and the last train leaves at 10:33 pm.[Note 4]

On Saturdays the first (northbound) train leaves at about 6:30 am and the last train leaves at 10:18 pm.[Note 4]

On Sundays the first (northbound) train leaves at about 10:00 am and the last train leaves at 6:58 pm.[Note 4]

Green Line trains run every fifteen minutes on weekdays and every twenty minutes on weekends.[16][17][Note 4]

  1. ↑ The West Valley Central Station is unique, and slightly confusing, in that it is the only 3500 South MAX stop that has both the eastbound and westbound buses stopping at the same spot, with buses heading the same direction (west). While there are actually two MAX shelters, they are side by side and both directions of travel may stop at either shelter. Therefore, it is very important to observe which the direction of travel indicated by the particular MAX bus's signage to ensure that proper bus is boarded. It is possible for MAX buses headed in both directions to be at the stop at the same time.
  2. ↑ The bus stops for all routes are just southwest of the passenger platform, except the 3500 South MAX (Route 35M) which stops immediately north of the passenger platform.
  3. ↑ On 1 July 2013 UTA announced that beginning immediately it was starting a one year pilot program involving most of its TRAX and FrontRunner Park and Ride lots. The purpose of the new program is to make rider connections with the Salt Lake City International Airport more convenient by avoiding the need to park at the airport. The program allows UTA patrons to park for an "unlimited amount of time" in the designated Park and Ride lots. In addition, UTA will allow free parking in all of its parking garages. Previous UTA policy limited parking to no more than 24 hours, except at its parking garages. As part of the year long pilot program, "UTA will measure parking lot usage and monitor costs, maintenance requirements, impacts to snow removal and security issues before determining if the program will be extended." There are eight Park and Ride lots that are excluded from this test program and the 24-hour time limit will still apply to these lots. West Valley Central Station's lot is specifically included in this test program.[4] Notwithstanding permission to park for extended periods in the applicable Park and Ride Lots, updated signage at the stations advises that the UTA Transit Police request that they be notified anytime a car is parked in one of the lots for more than seven days.
    On 3 July 2014 UTA announced that it had extended the free parking pilot program for another year, but was removing two stations from the program. One of those stations is West Valley and the reason for restricting parking at the station is due to limited parking cause by ongoing construction in the area.[5]
