Cannabis in Finland

Cannabis in Finland is illegal. Since 2001 police in Finland only issue fines for personal possession, which is decriminalized. Cultivation and distribution are criminalized. An extremely limited group of medicinal users (12 people as of 31 January 2010, estimated 200 people in 2014) are permitted to purchase Sativex mouth spray and/or Bedrocan, Bediol or Bedica brand herbal cannabis from one of 27 apothecaries that have the permit to sell medicinal marijuana.[1][2]
