Spencer Black represented the 77th Assembly District in the Wisconsin State Assembly from 1985 until 2011.[1][2] He served for many years as the Chair of the Assembly Natural Resources Committee. He also was elected Assembly Minority Leader and Assistant Minority Leader.
He authored numerous environmental laws including the Knowles-Nelson Stewardship Fund, the Mining Moratorium law, the Lower Wisconsin Riverway, the statewide recycling program, and the endangered species matching grant program.
Black attended the University of Wisconsin–Madison and has two graduate degrees: Masters of Science in Urban and Regional Planning and a Masters of Arts in Public Policy and Administration. Black previously worked as a high school teacher and coach, as Curator of Education of the Wisconsin Historical Society and as a conservationist for the Sierra Club. Black is also an alumnus of Stuyvesant High School in New York City.
He is currently a Professor of Urban and Regional Planning at the University of Wisconsin-Madison. Black is the Vice President of the 2014 board of directors for the Sierra Club, one of the nations oldest and most prestigious environmental activists agencies
