James C. Swan (born 1963) is an American diplomat. From October 2008 to June 2011, he served as the United States Ambassador to Djibouti. In August 2013, he was appointed the U.S. Ambassador to the Democratic Republic of Congo.[1][2] Swan is a career Foreign Service Officer.
