This is a Korean name; the family name is Choe.

General Choe Pu-il (also known as Choi Bu-il; born 1944) is the current head of North Korea's Ministry of People's Security.[1][2]

He was appointed to the position in February 2013 by Kim Jong-un.[3]

In 2016, he was placed under sanctions by the United States government. [4]
