Pettigrew was raised in Philadelphia. He studied jazz singing at Berklee College of Music in Boston and was lead singer of the band Down Avenue.[2] Down Avenue was the winner of radio station WBCN's 1985 Rock 'n Roll Rumble. He was best known as one half of the duo Charles & Eddie, who had a worldwide hit in 1992 with "Would I Lie To You?". The track is amongst the most well-recognised R&B songs of the early '90s. Pettigrew met singing partner Eddie Chacon in New York.

In 1998, Pettigrew toured with Tom Tom Club (Chris Franz and Tina Weymouth), and went on to join the group, co-writing and singing on several songs until becoming too ill to perform.[4][5] In the late '90s, Pettigrew was diagnosed with cancer; he succumbed to the disease on April 6, 2001, at the age of 37.[1][2]
