The Center for European Policy Analysis (CEPA) is an independent, non-profit, non-partisan public policy research institute dedicated to the study of Central and Eastern Europe. Founded in 2005, CEPA provides a forum for scholarly research, writing and debate on key issues affecting the countries and economies of the Central and Eastern European region, their membership in the European Union (EU) and relationship with the United States (US).[3][4]

Information Warfare Initiative

The Infowar Initiative is an on-the-ground effort to monitor, collate, analyze, rebut and expose Russian disinformation in the countries of Central and Eastern Europe. Involved countries are Estonia, Latvia, Lithuania, Poland and Romania.[6][7][8]

Atlantic Links

Building on CEPA's ground-breaking Keeping New Allies project, the Atlantic Links initiative provides a platform for fostering transatlantic policy engagement, facilitating a policy-orientated debate on the future trajectory of transatlantic relations and providing actionable steps that will help to ensure Atlanticism remains a priority for future generations.[9]

Central European Defense

The Central European Defense program at CEPA aims to foster greater security among NATO's easternmost Allies by strengthening the strategic anchors of Euro-Atlantic defense.[10]

Eastern Lights

The Eastern Lights program at CEPA seeks to identify and advance critical policy strategies aimed at promoting democratic reform, economic opportunity and political transformation among the EU's Eastern neighbors: Belarus, Moldova and Ukraine. The program's activities are built around a series of expert convening events, fellowships and publications to focus the attention of policymakers on Europe's Eastern neighborhood. In this way, CEPA's Eastern Lights program provides a needed analytical platform for cutting edge political, economic and strategic analysis in this geopolitically vital part of the world.[11]

Energy Horizons

The Energy Horizons program at CEPA provides business leaders and government decision makers with a comprehensive analytical and policy toolkit for responding to the challenges of Central Europe's 21st Century energy landscape.

Drawing on its extensive regional network of Senior Analysts and Fellows, as well as a collaborative partnership with the Polish Institute of International Affairs (PISM) in Warsaw, CEPA's Energy Horizons program engages policymakers and the public with accurate, insightful information on the full spectrum of available energy resources, their strategic and economic calculus and the potential they hold for host nations and the Euro-Atlantic community.[12]

Global Allies

The Global Allies program at CEPA examines the similar political and security dynamics confronting U.S. allies in three global regions: Central and Eastern Europe, East Asia and the Middle East. Launched in 2010, the program is the first effort of its kind to produce a multi-region strategic perspective in the Washington policy community.[13]

The Visegrád Initiative

CEPA's U.S.-Visegrád Initiative program is a platform dedicated to systematically evaluating the prospects for deeper Central European regional collaboration within the Visegrád Group (V4) format, and its potential impact on the transatlantic relationship. Since the V4 revival in 2010, the group has maintained a surprisingly high degree of momentum on a range of shared regional priorities, including initiatives in energy security, the Eastern neighborhood and, most recently, defense. The initiative's programming suite of policy briefings, policymaker interviews, public events and publications will examine and analyze how these core Central European states can best the maximize their collaboration efforts in order to positively shape their Euro-Atlantic environment, and advise U.S. policymakers on what role, if any, Washington can play in encouraging deeper regional cooperation as a potential new avenue for strengthening and modernizing the U.S.-Central European relationship.[14]

Strategy forum

The CEPA Forum is the leading annual transatlantic security conference in Washington, DC.The CEPA Forum aims to strengthen U.S.-Central and Eastern European (CEE) ties at both the intellectual and people-to-people levels through structured annual engagement on important themes in transatlantic policy. It provides an opportunity for U.S. and CEE officials, experts and corporate leaders to engage in candid discussions about CEE defense priorities, changes in American strategic thinking and the future of NATO security cooperation.[15]

The 8th CEPA Forum took place in Washington, D.C., on Wednesday and Thursday, September 28–29, 2016. It was organized in cooperation with the Embassy of Hungary in Washington, D.C., with the support of the International Visegrád Fund, and in partnership with the Institute of East-Central Europe, the Slovak Foreign Policy Association, the International Centre for Democratic Transition and the EUROPEUM Institute for European Policy.[16]

The 2016 Forum's theme was "Saving the West: Priorities and Principles". Specific topics on the agenda included: challenges for the Visegrád Group on its 25th anniversary; the state of transatlantic security in light of growing Russian pressure; the strengthening of Western democracies in the face of external challenges; Europe's evolving defense industry; cyber security challenges; transatlantic cooperation in energy sector and the impact of Russian disinformation in Central and Eastern Europe (CEE).[17][18]

U.S.-Romania Initiative

CEPA's U.S.-Romania Initiative is Washington's first comprehensive program dedicated to providing structured analysis, expert commentary and enhanced policy dialogue on the country of Romania. It seeks to identify and promote opportunities for strategic engagement between the United States and Romania in three broad areas: political and economic development; energy security; geopolitics and security.[19]
