CKCL-FM, branded as Classic 107, is a Classical music station based in Winnipeg, Manitoba. The station is currently owned by Golden West Broadcasting.
History
Christian Solutions Group Inc. received CRTC approval in 1999 to sign on CFEQ-FM, an English language Christian music specialty low power radio station at 93.5 FM with 22 watts.[3] In 2000, CFEQ moved from 93.5 to 107.1 FM.[4] A year later, the station's licence was revoked by request of the owner of Christian Solutions Group[5] and returned to the airwaves around 2002 after receiving CRTC approval by the new owners HIS Broadcasting Inc. (later Kesitah Inc.) for a youth contemporary Christian format targeted to area youths ages 12–24.[6] The stations branding was FREQ 107.
FREQ 107 began as a Christian radio station. It slowly morphed to a modern alternative rock format in 2003. It maintained that it fulfilled its conditions of license for religious music by finding spiritual meaning in each mainstream song that it played. The reasons behind the flip seemed to be so the independent station could better compete with other larger stations in Winnipeg, including those owned by Corus, CHUM, Astral Media and Rogers. During the format change, FREQ 107 had planned to use billboards to create awareness of the station using the phrase What the FREQ?, with the letters in F.R.E.Q. being added gradually over time, so the campaign started with a teaser billboard that read What the F---?, raising a lot of media attention. On the reveal part of the campaign the billboard stated What the FREQ - another radio station.
On September 29, 2008 CFEQ-FM changed back into a Christian radio station under the new name of Ignite 107. In early 2008, Golden West Broadcasting acquired Kesitah.[7]
On February 14, 2011, Golden West applied to increase CFEQ-FM's effective radiated power from 920 watts to 100,000 watts. The CRTC granted approval on October 7, 2011.[8]
On September 12, 2012, Golden West applied with the CRTC to change CFEQ-FM's format from Christian music to classical music, citing that its sister station, CHVN-FM 95.1, would sufficiently supplant CFEQ-FM's role as a Christian station. Under the new guidelines, at least 70% of music broadcast must be classical or concert-based, with the remainder being jazz and blues, or orchestrated versions of popular music. The CRTC approved the application on April 8, 2013.[9] The new station, carrying the CKCL-FM call sign and the Classic 107.1 name, launched at 10 a.m. on December 5, 2013.[10]
